Gov Contract & Ops Manager

I need a seasoned professional to take charge of our entire government-contracting pipeline while tightening the operations that support it. The focus is three-fold: sharp contract negotiation, measurable operational efficiency, and strategic pursuit of government funding through both contracts and grants.

For funding, the immediate tasks are to pinpoint and secure new government contracts and to draft persuasive grant proposals that align with our current programs. This starts with researching federal, state, and local opportunities, moves into preparing complete bid documents, and culminates in hands-on negotiation once we’re shortlisted.

Operationally, I expect streamlined workflows, clear KPIs, and risk controls so every awarded contract is delivered on time and within scope.

Deliverables
• Opportunity map of high-value solicitations with submission calendars
• Full bid package for each targeted RFP (pricing sheets, FAR/DFARS compliance checks, supporting documents)
• Negotiation strategy and red-lined contract ready for signature
• Two grant proposals polished for timely submission
• Concise operations plan showing how contract requirements integrate into daily delivery, with efficiency targets

Familiarity with SAM.gov, Grants.gov, Deltek, GovWin, and the FAR will be a strong advantage. If you can additionally advise on broader compliance frameworks, that flexibility is welcome, but the primary mandate remains negotiation excellence and operational gains.
