US Aid grant draft

I am looking for a freelancer to help me draft a US Aid grant for infrastructure development of rural India. The purpose of this grant is to fund projects related to infrastructure improvement. Basic functionalities and inputs and draft application will be provided. Need to improve the existing application.
Skills and Experience:
