Build Comprehensive GPS Fleet Platform

Looking for an Experienced GPS / Fleet Management Platform Developer
I need to build a web-based, mobile-responsive GPS fleet management platform for a vehicle fleet.
Main requirements:
Live vehicle tracking with map view
Vehicle list with registration number, status, location, and last update time
Trip history and breadcrumb replay
Automated daily reports
Ignition ON/OFF reports
Door lock/unlock reports where supported by tracker input
Working-hours vs after-hours usage reports
Reports downloadable as CSV/PDF and sent by e-mail
Geofence creation with in/out alerts
Preventive maintenance reminders by mileage, engine hours, or date
Vehicle profile management
Driver management, including licence details, assigned vehicle history, and handover/return checklist with photos
Role-based user access for Admin, Manager, Vehicle Owner/Supplier, Driver, and Read-Only users
Remote immobiliser ON/OFF command where supported by tracker and vehicle wiring
Command status and audit log for immobiliser actions
Raw tracker event log storage for checking report accuracy
Important: immobiliser control must be handled safely. The system should not cut the engine while the vehicle is moving. Commands should only be allowed for authorised users and should show sent, pending, successful, or failed status.
Tracker integration via TCP/HTTP is required. We currently use Teltonika trackers, and protocol documents can be provided. The platform should be built in a scalable way so more tracker models can be added later.
Suggested technology stack can be React, Vue, Angular, Node.js, Django, Laravel, PostgreSQL/PostGIS, MongoDB, WebSocket, DigitalOcean, AWS, or similar. I am open to your recommended stack if it is reliable, secure, and maintainable.
Preferred approach:
Start with one demo vehicle first. Once live tracking, ignition status, door lock/unlock detection, daily reports, geofence alerts, and immobiliser command are tested successfully, we can roll out to the full fleet.
Acceptance testing:
Live tracking within around 10 seconds latency
Correct reports for a 24-hour sample dataset
Geofence alerts within around 30 seconds
Successful immobiliser command on demo unit where supported
Correct user permission control and audit logs
