Got problem with ImportRange for Google spreadsheet with Appscript running

I am currently having issues with the ImportRange function in Google Spreadsheets and Appscript. I have some knowledge in writing Appscript but this issue has me stumped. I have used ImportRange before successfully but now it's not working and I'm not sure why. I'm looking for a freelancer to help me figure out and solve this current issue I'm having.
