Webapp based for Visitor Entry (Google Sheets / Microsoft Power Apps)

Problem statement: In Manufacturing plant we face issue of many visitors from other Company Locations .
There is no uniformity in seeking approvals to visit the plant. We get request via phone calls/ mails/ sometimes people plainly enter the plant on adhoc basis.
Following are the key points which we want to have on this app-
We want to set up an IT app enabled process by which the visiting employee can float a request and we need to have multiple approvers on site given the numerous verticals working on site.
The visitor shall chose the relevant approver/s in the plant and put in the mail ID of that person in application (we can provide you the list of approvers with their Mail IDs to punch in the App)
Also, there should be a facility in the app to define a cap on maximum number of visitors those can be allowed to visit the site and we should be able to vary those numbers basis various circumstances/ events planned on a given day.
There can be an optional feature of seat allocation
The visitor shall then produce approved status at the security gate, so that the entry shall be allowed/ denied
The admin of the App shall able to modify all the variables in the App- e.g. Cap on numbers, seat availability, list of approvers, etc.
