Split a CSV column in a multiple column google Sheet

I have a google sheet which has multiple columns with one that contains csv data. I want to on another sheet split the csv column by the deliminator into new rows and attach all remaining columns to this split rows.

I would like either a query or script that can be used in multiple sheets
