Fix Text Encoding and Formula Issue in Google Sheets & Excel

I have two related spreadsheets—one in Google Sheets, the other in Excel—that I move back and forth through CSV exports. Somewhere along the way the text turns into garbled characters, incorrect symbols and completely unreadable strings. At the same time, several key formulas start misbehaving: totals come out wrong, dependent cells stop refreshing, and I see a mix of #VALUE! and #REF! style warnings.
