Build Offline Face Recognition System (InsightFace/DeepFace) to Detect Duplicate People in 12,000-Person Database - Free

I will have around 24,000 photos (12,000 people with before/after images) in multiple sub-folders.
The photos will keep saving in google one driver through a registration drive.
We can keep downloading photo as and when they are are coming and check duplicate a particular interval like 2 hrs or 3 hrs offline.
I need a local offline solution (no cloud/API) using InsightFace (preferred) or DeepFace to:
Scan all folders
Identify if the same person appears multiple times
Group photos of each unique person
Detect duplicate registrations
Export a CSV/Excel report with match scores, file names, folder paths, and grouped person IDs
Requirements:
Must run offline on Windows
Use InsightFace or DeepFace
Must handle ~24,000 photos
Provide full source code + install instructions
Simple UI or command-line is fine
