Mobile CLS remove from my static site

I need an HTML/CSS programmer to eliminate the CLS (Cumulative Layout Shift) on slow mobile devices when viewing the html website without changing the overall appearance of the site on mobile or desktop either one.
The site’s CLS score currently is 0.8651 as demonstrated by Webvitals.dev when viewed on mobile. It needs to be below 0.1. On desktop, the site already is a respectable 0.0192 and further code tweaks essentially are unnecessary.
