openstreetmap project (not google maps)

Page 1 (add location)
Need a map (openstreetmap) to pin a point on the map, and add coordinates (gps) and street name and number to db.
Page 2 (get coordindates)
From the database (table with columns adress, longitutide gps coordinate, latitude gps coordinate, zipcode) get data rows where there is no GPS coordinates, check on openstreetmap and get gps coordinates and zicpcode. IMPORTANT, must be using pause because openstreetmap will block the ip if you search for multiple rows to quickly.
Page 3 (display distance)
List all locations from the database, calculate and order by distance, from my gps coordinates.
The project should be made in PHP msqli, if not posible, I can accept python.
