need help to build an App like Waze (profiles on map, realtime), without the navigation part

This first phase app that mimic Waze. content oriented mapping application.
Deliverables
Authorization: a process that is simplified to sign up the user using a Google account or social media profile like Facebook/LinkedIn, etc. and then sign it in.
Profiles: Having profiles is important it helps the user leave pins and mark important informations. So when having a profile then it should show the user location on the map and when clicking on the user’s icon it shows information about this user.
Geolocation. integration of geolocation. Triangulation of the location of the users is a must with the help of a cell ID if the GPS signal is unavailable. So the signal comes from the nearest cell tower, and users don’t lose the navigation.
Live location of the surrounding users : having user’s profile and if a user exist close to another. Would expect it to see moving just in Waze App
