Map GPS Coordinates Into Property Map

I am in need of a freelancer who can map more than 20 GPS coordinates onto a Site Plan property map. The map should include the coordinates of electrical and water supply lines. The ideal candidate will have experience in GIS mapping and be familiar with Site Plan property maps. Attention to detail and accuracy is imperative for this project.
