Google Map Work

1. I need someone who will create me a Custom Zone Creator (See Attached Image) Panel.
2. I also need to create an url like "myCompanyUrl.com/map/api/?key=MyAPIKey&latlong=MyLocation" and get back a true false feedback and Zone Name.

Example: Suppose I am in Zone B then It will feedback true and zoneB, If I am out of the Zone, it will feedback false and OutOfThe Zone.
