Design Web software for GPS Tracker - Google Map API

Purpose of the website is for many GPS to report to the site.
Website will listen to GPS and log in mysql
This creates a webpage with all unique GPS and admin can add phone numbers and label to them.
Admin can create users and can assign different GPS to different users.
Users can add other labels and icon for their gps
Admin can see all gps agains a single google map and filter
Users can see all gps assigned to them on a google map and filter
All GPS must be live (must show movement)
Must be able to search by day/time and replay a series of movement on a map.
Must be able to easily plot driving directions to where the GPS is now using google map.
Twillio API must be integrated
Admin and Users can send sms commands to specific GPS.
Total there will be about 10 commands.
GPS reports
latitude
longitude
fuel level
and about 5 more things
Subscription:
This will be a subscription service billed by credit card via Square API
Admin will set subscription price per GPS on each user profile
At the end of the month, the system will generate an invoice and charge the credit card on file.
If the charge fail, the user account gets disabled.
Temporary link:
Each user can share a temporarily link to their commands (sms commands)
When user creates a link,
They can choose which buttons are in the link and they can set the start and end date of the link.
Anyone with this link can perform those sets of commands during that window of time.
User can go in and delete that link at any time.
Link will be for one specific gps and not for all.
