solution for push notification

Hi,

I'm looking for solution for push notification for my mobile application.

my programming using .net blazor and asp.net web api.

1 ) my mobile application users are less then 3000.
2 ) pls advice me which push notification provider better and why ?
3 ) what and how I have get prepare for push notification services ?
4 ) how many types of push notification format is ?
