Add admin features to flutter app

I've built a flutter app which is basically a form and a check list.
The app has users, but I want to add admin/super users.
Super users must be able to perform CRUD operations on forms and checklists.
Super users must be able to send form & checklists to users.
Super users must be able to receive completed forms and checklists from users.
Looking for a developer who's quick, detail oriented and communicates well.
My app currently uses firebase for authentication and the database.
