Identify areas in Google Earth / Google Maps based on different factors

We are looking for the development of a software tool that will identify and mark areas in Google Earth / Google maps based on different parameters like
- minimum area
- distance to landmarks like houses / streets / lakes...
- elevation
These data should in a second step be brought together with additional data from other sources.
In the end, areas matching all parameters should be shown in Google Earth / Google Maps.
