Reconstruct fillable PDF's into a fillable Google Doc

The assignment.
I have attached a zip file containing 6 fillable PDF forms.
They have legally prescribed forms and their appearance cannot be altered.
Retaining their physical appearance, (very important) I need them reconstructed from a fillable PDF to a fillable Google Doc.
Keep the preset answers (tick boxes where ticked) on the attached PDF's in the Google doc. They never need to be changed.
The only exception to the behaviour of the PDF forms.
The fields on the Google doc do not need to change to white when they are selected.
The clickable fields "Click Here to reset form" and "Click here to print form" do not need to function in the Google doc version.
Checkboxes only need to be an empty fillable field to take a single character
