$100 -- 4 Part Google Cloud Platform Video Intelligence App

I have a very simple $100 vue.js app I'm trying to make:

1) First page uploads a video.mp4 to a GCP Bucket ($10)

2) Next, the button uses GCP Video Intelligence API to summarize the video ($20)

3) Next task: the app can write summaries of live videos with GCP Video Intelligence API, like a live stream from Twitch or YouTube. ($40)

4) Final task: the app can give notifications based on what's happening in video ($30)

We can pay each milestone when each part is finished. I'll provide current code I have, which is a 1 page vue.js app and a express.js server. Or you can make your own server or whatever you want, we just want it to work.
