Restoring VM Instance (Google Cloud) without Snapshot (Looking for an Google Cloud Expert)

Problem Statement - One of my developers was fixing up things when he encounter an error on the Google Cloud VM instance. Ever since we are unable to access the VM instance. Precautionary we have stopped the instance.
Solution - You got to restore the instance to its previously working order (we don't have the backup turned on and there's no snapshot taken)
