How can I create a billing account on Google Cloud Platform in order to upgrade my Firebase project?

I want to upgrade my Firebase project from the Spark plan to the Blaze plan. However, I am unable to upgrade my Firebase project because I need to create a billing account first on the Google Cloud Platform.
Every time I try to create a billing account on the Google Cloud Platform, it fails, and the error message is different each time.
Someone told me that I can't create a billing account because my Mastercard is invalid. I tried to buy the cheapest app on Google Play to test whether it would be successful or not, and it was a successful purchase. However, on the Google Cloud Platform, my card is always being rejected, and I'm not sure why.
