Add Google Cloud Vision to Telegram Bot

Hello I need help adding my Google cloud vision json file to this telegram bot https://github.com/karfly/chatgpt_telegram_bot so when users upload image it recognizes it. Now it does the text only. For Google Cloud services, I have a `mercurial-water-367411-6616390e902d.json` file that includes my API key.
