Google Chrome extension to run proxy for X second on domain change

I need a google chrome extension to run a proxy during the first X seconds (can be from 1 second to unlimited, parameter set up my myself and saved by extension) when the domain in the URL bar changes.

There should also be a function to whitelist domains which means the extension will run only when these domains on whitelist are detected. All others sites will NOT use the proxy anytime.

If no domain in whitelist then the extension should run the proxy during X second every time the URL changes in browser bar.

i.e. urlroator.com redirects to final site (finalsite.com). I have whitelisted finalsite.com > Then the extension should run the connection through proxy specied in extention for finalsite.com for X seconds after entering then switch back to normal internet connection.

Features:
- Specify proxy settings (user+pass+port number+ number of seconds) in extension (I will not use a third party software or program)
- Specy whitelisted sites (if any). If no site on whitelist then extension must run for all domains.
- Extension must load and start automatically when google chrome starts. I should not have to manually click on anything
- Must be compatible with the public google chrome extension named Tabulus rotatum which allows to rotate URLS.
