Chrome Extension to modify HTTP Requests (Manifest V3)

I am looking to hire a freelancer to develop a Chrome Extension to modify HTTP request bodies (Manifest V3). We require an experienced programmer who has a good level of technical knowledge. The right candidate should include examples of their past work in their application. This extension must work with the latest version of Chrome. The right freelancer should have knowledge of Chrome extension and the associated programming techniques.
The extension adds a string to the request (fetch, and XHR requests) being sent by a page.
The extension MUST use manifest v3.
