Chrome Extension for Resume Upload

I need a skilled developer to create a Chrome Extension that can upload resume (in PDF or Word format) to a job search platforms without reselecting the resume again.

Acceptance Criteria.

Step 1. Create chrome extension
Step 2. Create the javascript code to be able to pull the file from https://file-examples.com/storage/fe3cb26995666504a8d6180/2017/02/file-sample_100kB.doc or could be any fie location on the web.
Step 3. Upload the file using the file from Step 2 and upload to the website. Note user doesn't need to reselect the resume. It will need to auto reselect the file.
