Chrome Extension: Word Highlight and More Info Pops up on Hover

I would like a Chrome Extension where a user will click the extension button and then have it highlight a specific word and when they hover over the highlighted word, a bubble with more information and/or a link will appear.
Example: user goes to the following website to see a recipe for a moscow mule cocktail (https://www.acouplecooks.com/best-moscow-mule-recipe/).
When they click the extension the word 'vodka' (ideally only in the recipe section) is highlighted and when the user hovers over the highlighted 'vodka' word, they can see a selection of alternate vodkas listed, as well as a link to purchase.
There will be a predefined list of words that would need to be identified, mainly types of alcoholic spirits.
