Chrome Extension Not Working

I created a chrome extension and trying to get it to install outside of the chrome web store for a client. We are getting the warnings and disabled state when we go to install it. I see my developer was able to get it working locally but i am not able to. It's written in react, but that should not matter. Just need someone who has built a lot of chrome extensions and knows really well how to get chrome extension deployments to work well. Need some over-the-shoulder troubleshooting help.
