Build Custom Browser

Looking for someone to build a chrome based browser that has the ability to have different cookies/proxies in each tab. There will be other features/plugins as well as it needing to be compatible with chrome extensions. I am looking for a long-term partnership and will need maintenance + new features added after the initial project is completed.
