Build Chrome Extension for Auction

We are looking to build a chrome extension and mobile app which with the help of this extension we can track user data on auction sites when the user is logged into the extension. All information and data will be available for view in an admin portal. The extension must use one dedicated IP address to show auction that only one user is always logged on. But through the admin portal we could create many users. Data which will be collected and relayed into the admin portal will show which user purchased what item. Automatically create invoice.
