Build a Chrome Extension

I need a Chrome extension built that takes the numbers in one column (the blue circled column) and divides them by the numbers in another column (the yellow circled column) and highlights the rows depending on what the result is. Fairly simple project. In the attached file, there's a column circled in blue and one in yellow. Divide the blue column by the yellow column in each row and highlight that particular row a certain color depending on the result.
