Browser extension for Firefox, Chrome, Edge and Safari

We need to implement a Plugin compatible with the 4 main web browsers that calls a Database via an API. This browser extensión must register user selection of 2 topics and send it together with the url he is visiting to the API of the Database. This database is very simple and must be built importing from a provided excel file.
API will only listen to plugin calls and answer the info hosted in the data base.
