Autorefresh chrome extension for detecting updates on website page

I am looking for an experienced programmer who can write clean and efficient code to run in a chrome extension that will automatically refresh a specific website page, monitor select elements from the page to determine if there are content changes, and alert me whenever a new change is detected.

I have prepared a complete workflow for this project to be understood and implemented, but your own comments and suggestions are welcome.
