WhatsApp and Telegram Bot for chatGPT

It's needed to develop a Bot for WhatsApp and Telegram for interfacing all the ChatGPT capabilities, all kind of content type as a result of a query that is generated in the OpenAI Playground must be shown in WhatsApp and Telegram platform.
The solution must use an unlimited number of OpenAI accounts to serve the queries at the same time, the idea behind this is to consume the free tokens that OpenAI offers right now. Once one OpenAI account has run out of free credit, it has to stop processing queries. The admin must decide if the OpenAI account is recharged with balance or deleted. If deleted, the used OpenAI account should be able to be replaced for a new one.
The bot must be able to offer an administrable number of free queries, if the bot USER reaches the free queries limit, it must be presented with a message to purchase additional number of queries, if payment is done successfully, the bot USER should be able to continue with the service until reaches the number of queries previously purchased.
