Problems with Google Cloud Platform

We are in need of an expert to help us with the approval of an app for google login on Google Cloud Platform. This app does not refer to any mobile development, but to the app that is created to be able to accept Google's scopes and be able to use its services. We want to give permission to a scope but it is not letting us create.
