We are data platform where we provide data to user as per the target customer requirements. I mean, user can come to our platform and lookout for their target customer by search using various keyword and industry domain.

I want to know how do we collect users intent data without using cookies

As per my understanding
There are three main ways to collect individual intent data

First is through user behaviour tracking on page -
Time on page
Pages viewed
Email opens
Email click-throughs
Offer downloads
Events registered and attended

2nd

By collecting information using forms. E.g. first name last name, destination etc
