Google analytics proxy location detection and reporting issue

Hello,
I have a problem with google analytics reporting visits from the same IP addresses randomly as UK or USA.
I use 50 UK IPs to connect to my website. GA reports the visits as UK one day and as USA the next day (It can also change from one hour to another).
The strangest part is that when I use the UK proxies from my personal PC the visit is reported as UK on Google real time reporting (I am not located in UK).
But when I use the UK proxies on a windows server hosted in US datacenter dedicated windows server, the same residential proxy IP is reported as from USA or UK randomly by GA. Some ours USA and some other hours UK. I also use link trackers and website counter like statcounter, they both report proxy visits are 100% from UK without interruption but GA randomly report USA or UK.

I use proxifier with load balancing so the visits load is balanced over the 50 UK proxy IPs. I tried to do the visits from mozilla firefox instead of google chrome but same issue after 10 minutes of browsing. GA first reported mozilla firefox visits as UK then switched reporting as USA.
The issue is not related to proxies because I also tested residential UK proxies on the machine visiting my website and they were still reported as USA by Google analytics. I deleted all cookies and data from browser but same problem.
