Unlocking or setting up a new Google Ads account

I have a configuration problem with my Google Ads account, it is blocked accusing suspicious payments, but there is no problem in this regard, we have done all the configuration correctly, I would like to leave the account ready for us to run ads, even if need to create a new account from scratch. I would also like to enable the option for manual payments to avoid this inconvenience.
