Setup AdWords account

Hi we have an AdWords account setup and it’s getting all the clicks 30+ per day but we are getting 0 leads. I need an account setup and optimised correctly. Google got involved and optimised it but it’s doing worse than it ever has since they messed it up. We really need the leads to come or there is no point.
