Set up and run AdWords for best CPC a website

I have a client that has 3 websites, all clones of eachother, which direct to 1 particular business. Essentially 3 landing pages. These will be supplied to interested FreeLancers. I am looking to set up AdWords on either the main website, or all 3 (depending on what is best practice) to generator a good CPC.
