PPC google campaigns settings

Hi,
I need an PPC expert to set up google e-commerce ads correctly.
Keyword ads (long words or category names).
Dynamic ads with product catalog.
Retarget ads for visitors and
Ads for abandoned shopping carts.

I have prepared a product catalog, analytics, enhanced ecommerce.
The store is in Bulgarian, there are working campaigns, but I'm not happy with the result and I'm looking for settings from an expert.
