Need expert to manage my adwords account for insurance agency in CA and TN

I need someone to completely manage my adwords account from start to finish. My current account has not been performing well so I need someone who can spend 10-20 hrs a week monitoring performance including costs, click optimization, and quality of clicks. I have been getting too many spam clicks.

If needed I am willing to buy an active Google Adwords account and switch over if needed. The account must meet the following criteria:

1. Must be older than a year.
2. Account must be fully verified.
3. Must have a clean payment profile.
4. Must spend $50,000 or more in a lifetime.
5. Must have proper documents for address verification.

I am also looking for someone who has more suggestions to improve my adwords performance in addition to the above. I want someone who can help create multiple ads including click to call features and also vary the timing of ads to reduce costs.

You must be willing to actively monitor the performance of the ads including number of quality clicks received and then adjust the ads accordingly.

I would also be willing to use other search sites like facebook if that is something you can handle as I have to experience other than adwords.
