Google ads improvement

I'm looking for expertise in improving the performance of our Google Ads campaigns (they perform ok, but I think they used to perform much better). We're having trouble with our current campaigns having a lower Click-Through Rate that desired(CTR) and I'm hoping to identify strategies to increase our success rate. Our goal is to reach a local audience and our monthly budget for Google ads is between $500-$1000 for July and August (we are a seasonal business). I'm seeking a candidate who has a demonstrated success in improving the success of Google Ads campaigns and can assist us in achieving our goals. I am not looking to create new ads necessarily, just identify problems and improve what we have in place. I am not looking for ongoing maintenance, just help is cleaning up my ads and making sure my conversion goals are setup correctly. I would prefer someone who has some experience working with tourism or local attraction based experience.
