Google Display Ad is not running

I am looking for a Google Ads expert to help me troubleshoot an issue with my Display Ad that is not running. I have received an error message indicating that my ad group isn't reaching enough people with its audience segments.

I'm being told to "Expand your ad group's targeting" but the segment targetting is set to observation and already very broad.
