Google Adwords rework SKAGS

I have Google Ads Account over 12 Years, managing myself for the retail store. Now opened online sales with about 850 keywords need to switch to individual keywords groups (keyword are in bulk for just a few groups.)
1. You need to separate each keyword into individual ad group and copy one of ads.
2. Today quality score on the website is 29/100, has to be min 75/100. This means each page needs to be populated with correct text (Max 12 pages)
