Google Adwords Optimizing Help Needed

I am looking for a skilled freelancer to help me achieve my desired outcomes with my Google Adwords campaigns. My budget for this project is between $200, but I am open to hear any suggestions on how to get the best out of my ad campaigns. I am mainly looking to increase sales and successfully maximize the return on my ad spend. I am confident in my ability to create content, so I do not require help with writing ad copy. I'm looking for someone who is knowledgeable in all parts of the campaign and is able to develop strategies to improve performance.
