Google Adwords Account Optimisation and upgrade

We are looking to have the adwords account of one of our websites optimised to perform better. The current account has a number of years trading behind it but has not been "upgraded" to the new format. The information accumulated must be used to formulate, streamline and improve the productivity of the current account.
