Google Adword Assistance

Hi Guys. I have a google AdWords account i have been managing myself but I'm not skilled at this. I noticed some of the actual Web Adds don't make sense. I also have an issue where some ads are not allowed as they have the wrong end URL. I noticed there are also keywords which are not relevant to the adds. I removed most of them. Other issues are: i aren't sure if some of the search phrases are working, and if the right target audience is being reached.
I NEED:
someone who is skilled in AdWords, is able to check the campaign out, and check the performance.
This will be ongoing work, and the successful applicant will need to communicate with me to advise me what's working and what isn't.
I am an engineer, so working on AdWords is not really my specialty.
YOU MUST:
Have experience. know how to use AdWords and Analytics.
Be able to get the web ads looking right (i.e. you must have an excellent grasp of English language and Advertisements).
Be able to assist where the ads appear, including side ads, first page ads etc
Be able to assist with overall Campaign budgets and Keyword budgets
You must be able to communicate with me.
CONCLUSION:

(I have already had one person "fix it" and they made even more errors)
I have to trust you before i will hire you.
