Google Ads Campaign Setup for Lead Generation

I need to set up a Google Ads campaign that aims at generating leads/sales on an international scale. This will involve the creation of at least two ad groups.

Requirements:
- Experience with Google Ads is a must
- Ability to work within a low-budget
- Capability to follow a set of instructions meticulously
- Understanding of lead generation strategies

If the initial campaign is successful, I would be interested in extending this project to include the management of the Google Ads account.
