Fixing Google Ad account suspension

I have a landing page to invite expressions of interest for my product. Google Ads has sought a verification process, which I have completed 3 times - all of which have received the below response:

Account suspended - Business operations verification was not successful

I'm looking for someone with experience in resolving this.
