Google Ad Manager (Adexchnage Expert Needed)

I need help setting up my ad yield for my Managed Adx Account.

I set Google optimized price floor in the pricing rule,

But the problem is that the ad is showing fine on the desktop but not on mobile devices.

I checked every possible setting to figure out.

Can you please help me?
